What is BC Provincial Nominee Program (BC PNP) – Skills Immigration?

The BC PNP offers two main immigration pathways: Skills Immigration and Entrepreneur Immigration.

Skills Immigration is for skilled workers with the experience, education and qualifications needed to address workforce needs in B.C. After the major changes in April 2026, the existing skills streams include Skills Worker Stream and Health Authority stream.


BC PNP – Skills Immigration | Major update 2026

British Columbia announced three major BC PNP changes on April 23, 2026, including the following:

(-) Student streams cancelled: The planned student streams, intended to replace the International Graduate and International Post-Graduate streams (closed in November 2025 and January 2025), have been cancelled.

(-) Program closures: The Entry Level and Semi-Skilled Stream (ELSS) has closed. Draws targeting priority technology occupations will no longer be conducted.

(+) Sector-specific selection: British Columbia will prioritize healthcare (including care-based roles) and trades professionals for provincial nomination.

1 Those who have been offered a job as a dental assistant under NOC 33100 must have the licence to work in that occupation in B.C. Unlicensed dental assistants, such as chairside dental assistants, are not eligible for the BC PNP.

2 Those who have been offered a job classified under NOC 33102 must be on the BC Care Aide & Community Health Worker registry.

3 Those who have been offered a job as a social and community service worker under NOC 42201 must have a diploma or degree in social services or community health services.

1 To receive a targeted invitation to apply, French-speaking teachers (NOC 41220 or 41221) employed in B.C.’s public K-12 system must have a CLB 5 or higher in French.
2 To receive a targeted invitation to apply, workers in NOC 42202 must have an Early Childhood Education (ECE) One Year or Five Year Certificate.

Build:
Construction trades (9 occupations)
To receive a targeted invitation to apply, workers in construction trades must have a valid trade certificate issued by SkilledTradesBC which corresponds with the job they have been offered.

BC PNP – Skills Immigration | Basic requirements

Skills Worker Stream

  • Received a full-time, indeterminate from job offer an eligible B.C. employer in a NOC TEER 0, 1, 2, or 3 occupation.
  • Must have the support of your employer before registering and submit a completed Employer Declaration Form
  • Must meet the minimum education and qualification credentials required for your occupation (e.g., certificate, diploma, degree, license, registration, professional certification and membership, etc.)
  • Must have a minimum of two (2) years full-time equivalent work experience
  • Must meet the minimum language requirement of Canadian Language Benchmark level 4
  • Must meet minimum wage and income requirements

Health Authority stream

  • Received a full-time, indeterminate from job offer an eligible B.C. employer in a Health Authority-eligible occupation
  • Must have the support of an authorized personnel from your health authority employer before applying and submit a completed Employer Declaration Form
  • Must meet the minimum qualification credentials required for your occupation (e.g., license, registration, professional certification and membership, etc.)
  • Must meet the work experience required by the BC PNP and your B.C. health authority employer
  • Must meet the minimum education credential required by your B.C. health authority employer
  • Must meet the minimum language requirement of Canadian Language Benchmark level 4
  • Must meet minimum wage and income requirements

Step 1: Register through BC PNP Online User Portal and select a stream.

Step 2: Receive an invitation to apply.

Step 3: Submit BC PNP application.

Step 4: Wait for nomination decision.

Step 5: Submit IRCC PR application.

Step 6: Visa decision releases. 

BC PNP – Skills Immigration | Processing Time

The processing time is approximately 9 months under the EEBC option, calculated from the date of receiving the Invitation to Apply (ITA).
The processing time is approximately 15 months under the non-EEBC option, calculated from the date of receiving the Invitation to Apply (ITA).
